Joe has more than 30 years of transportation planning/engineering experience in long range and short range planning and programming, policy recommendations, project management, feasibility studies, corridor studies, design, land surveying, construction inspection, CADD, and plan production of transportation projects.


10 years with TxDOT and 5 years with the City of College Station, and the rest of his experience with Transportation Engineering consultants.


Joe was a voting representative for the City of College Station, on the Metropolitan Planning Organization 

(MPO) Technical Advisory Committee and the Brazos Valley Council of Governments’ Rural Planning Organization.


Joe’s other experiences included municipal land use planning, public policy recommendations, Comprehensive Plan, Thoroughfare Plan, Bike and Pedestrian Master Plan development, subdivision regulations ordinance development, traffic impact analysis review for site plan and zoning requests, developer traffic mitigation negotiation on behalf of the City, access management permitting for City facilities and joint review for TxDOT facilities, Travel Demand Model development and review.


Planning & Zoning, City Council recommendation presentations, capital improvement project (CIP) planning and programming, grant application development (i.e. TIGER Grant and Safe Routes to School, Transportation Enhancement Funds), access management coordination, and transportation CIP project coordination.
